Property and Effect Adjustment - Victoria is able to change the effects and factors of many things through the use of "tags" that she applies.
Non-corporeal Projection - Victoria can speed up her consciousness and appear to slow down time, while seperating her spirit from the body. She can fly and move freely in this form, but cannot interact with anything on the corporeal plane. This is how she is able to place her tags.
